About Us  

The state Department of Labor & Industry, along with the Service Employees International Union (SEIU) and other organziations, are in the process of working to establish a state-operated Consumer Workforce Council, formerly known as the Quality Home Care Commission. This concept, which is planned to begin in three counties – Allegheny, Luzerne and Washington – may require direct care workers who provide in-home care to join a public commission that would serve as their employer. Consumers would no longer have complete control over their aide or attendant and direct care workers may be required to become employees of the state-operated Council.   

The goal of the REAL Coalition is to educate consumers, families and state and county officials about the real impact the proposed Council would have on home and community-based services in Pennsylvania.
